Togaimai (rice below inspection grade)

等外米とうがいまい
Togaimai (等外米) refers to unhulled-polished brown rice that does not meet the inspection standards set under the Agricultural Products Inspection Act and therefore cannot be accepted as a passing grade. For this reason, it is generally called "kuzumai" (屑米, scrap rice) or "saimai" (砕米, broken rice), and because of its low quality it is often unsuitable for eating. Togaimai is usually not handled by the government and is mainly used for other purposes, such as animal feed or industrial applications. When quality is evaluated, appearance, grain size, and a well-formed shape are important criteria.
